Dipped Beam Not Working?

A while ago both my dipped beam bulbs blew at exactly the same time
I changed the bulbs and the lights work but not at full power, even on high beam it doesnt seem as bright as it should

Been trying to fix this problem for 2 weeks now.

I've:

- Got new bulbs
- checked the plugs
- changed my headlamps to mk4 ones
- checked fuses for all lights

Any ideas of what it is? or any ideas for things i should double check?

if they are not bright but still working would check the wiring.
