As low as you want on 17s with the right tyres.

you can go fairly low with out too much trouble.
First problem you will get if you go super low is anti roll bar rubbing so that will need to be cutoff.
second problem will be drive shaft rubbing on chassis, but chassis notch is pretty straight forward.
Third problem will be your sump being too low and possibly getting damaged.
You will only get these problems if you go really low tho.

You need to go pretty low to get a Mk4 sitting right on 17's.

Unfortunately it's not just as easy as winding your coilovers down, you will need an uprated antiroll bar, I would recommend a Whiteline one as it goes over the drive shaft allowing you to go as low as you want but you can also use R32 or TT ones if your coilovers have the mounting brackets on them. Alternatively you could just cut it out and run without one. You will also need to notch your chassis as if you go past about 80mm your drivers side drive shaft will rub/hit on it. Then I would also advise getting a raised sump and engine spacers, although these aren't a necessity it will save you a lot of ball aches in the long run because you WILL break sumps at this height.

To give you an idea of how I think a MK4 should sit on 17s (yes it's only my opinion) I'm going to shamelessly self whore and post a picture of my car up here. It's had all of the above done to it and is sat at the bottom of the coils (100mm or 120mm down I'm not sure which).

That looks awesome max!
17's are so much harder to pull of than 18's on mk4.
