For the toe you could use a tape measure and just measure the distance between the two front wheels at 3 o'clock and 9 o'clock when looking at the wheel from the inside.. if that makes sense?
Obviously with the steering straight ahead. And just try get the two distances as close as possible untill you get it done properly.
As for the camber, could try a sprit level along the wheel rim pointing upwards. Thats if the shape of the wheel allows a spirit level to sit nicely on the rim.

for the camber stick a piece of string with a weight on it to the top of the arch in the centre then measure from string to the wheel top and bottom and adjust to suit...
